Governor Green Enacts Laws to Public Land in 2023

In a significant move towards preserving Hawaii’s natural beauty, Governor Josh Green, M.D., has signed a series of bills aimed at protecting the state’s beaches, shorelines, and public lands. The signing ceremony took place at the Makapu‘u lookout in Waimānalo, marking a significant stride in the state’s environmental conservation efforts.

A Commitment to Conservation

“Hawaiʻi is known worldwide for its pristine coastline and beaches, clean air, and blue skies,” said Governor Green. “It’s our responsibility to take care of such valuable resources to preserve our natural environment so it will be available for future generations to experience and enjoy.”

The laws enacted are part of a broader effort to combat erosion, support climate change mitigation, and equip the state’s departments with the tools they need to protect the environment. The bills signed into law include measures to protect the Kaiwi Coast, enforce penalties for encroachments on public lands, and establish an unmanned aircraft systems program for the Department of Land and Natural Resources.

The Kaiwi Coast State Park

One of the bills signed into law requires the Department of Land and Natural Resources to petition the Board of Land and Natural Resources to designate certain lands as the “Kaiwi Coast State Park.” The law establishes certain conditions for the Kaiwi Coast State Park, marking a significant step towards preserving this valuable coastal area.

Administrative Penalties for Encroachments

Another law authorizes the Board of Land and Natural Resources to place a lien on property for noncompliance with certain administrative enforcement actions related to land use violations and unauthorized structures encroaching on public lands. This law provides a crucial tool for enforcing land use regulations and protecting public lands.

Unmanned Aircraft Systems Program

The third law requires the Department of Land and Natural Resources to establish an unmanned aircraft systems program. This program will allow the Division of Conservation and Resources Enforcement officers to use unmanned aircraft systems, providing a valuable tool for monitoring and enforcing environmental regulations.

In conclusion, the enactment of these laws represents a significant step forward in Hawaii’s efforts to protect its natural environment. By enforcing land use regulations, preserving valuable coastal areas, and leveraging technology to monitor and enforce environmental regulations, Hawaii continues to demonstrate its commitment to environmental conservation.
