Safety Concerns at Former Uncle Billy’s Resort

In a recent announcement, the Department of Land and Natural Resources (DLNR) has taken decisive steps to address the health and safety risks at the former Uncle Billy’s Resort.

Background

The once-popular Uncle Billy’s hotel, now dilapidated and condemned, has been a cause for concern due to its deteriorating state. The property, which has been overrun with overgrown vegetation, has become a potential safety hazard.

Immediate Actions: To mitigate these concerns, the DLNR has initiated a series of actions:

  1. Vegetation Clearance: The overgrown vegetation surrounding the property’s front has been cleared. The entire perimeter will be cleared in preparation for the subsequent installation of a fence.
  2. Perimeter Fencing: A contract has been awarded to Andrew’s Fencing LLC to construct a perimeter fence around the entire property. This fence will serve to secure the site from illegal occupation and address health and safety concerns. The fencing work is expected to commence this month and be completed within a month.
  3. Building Demolition: The DLNR is in the process of preparing for the demolition of the former 148-room hotel. The demolition could potentially begin by the end of the year.

Funding and Regulatory Processes

The 2022 legislative session saw an appropriation of $13.5 million from the DLNR Special Land and Development Fund for the hotel’s demolition. However, the fund does not currently have the full amount. In the 2023 session, the Legislature allocated $8 million in reimbursable general obligation bond funds, which the DLNR will repay over time with interest. This $8 million will be used for the demolition under the emergency proclamation.

Future Plans

Once the demolition is complete and the property is restored to its original state, the DLNR will consult with the community and stakeholders to determine the future use of the property. DLNR Chair Dawn Chang emphasized the importance of collaboration, stating that the vision for the future of the area will be a collective one, with significant input from the Hawai‘i Island and Hilo communities.

The actions taken by the DLNR signify a commitment to ensuring the safety and well-being of the community. The future of the former Uncle Billy’s Resort site holds promise, with potential opportunities for economic development or recreational activities. The collaborative approach adopted by the DLNR ensures that the community’s voice will be at the forefront of any future developments.
